Crimes against the enemy are considered excusable no matter how heinous, it’s war after all
Additionally, I doubt it’s uncommon to forcibly conscript criminals (Necromancers) to fight in said war as penance of sorts.

I mean I get it if they mean you get a bounty for using the corpse of a innocent for your own needs as that would be considered desecration of the body, but the assumption that all necromancy is bad and therefore criminal they wouldent use it at all. It just doesn't make any seance " we declare all necromancy criminal behavior and shall not be tolerated, unless you plan to enlist then its totally fine."

If you go to a war zone as a civilian and start killing solders, you will get charged with a crime. If you enlist with one side or the other, it's perfectly legal.

I get that, but what I'm saying is that the factions react with disdain when necromancy is used against them yet they imploy it themselves against other factions. And if i remeber correctly casting any necro spell around a witness that can add a bounty will. So I'm just trying to figure out why, the player/vestage using necromancy is wrong but others its fine.

I'm not on PTS, but I believe it is not all necro spells, just a few of the ones that mess with dead. Just like killing an NPC in town will earn a bounty, raising them up will also earn a bounty.
