Will the 2 second effect countdown per character, or the set itself has a 2 second internal cooldown?

Free purge every two secs is overpowered. But sure lets act like its not.

free purge every 2 seconds of 2 items. this is a stronger wyrd tree set. i don't think its op, i think its a good counter to rending slashes builds. this set was prob added as a part to the bleed build nerf in the patch notes. they reduced the damage of the passive bleeds by 12%, but added a set that increased your bleed damage by 14% this allows you to have 2% more damage than before, but you have to invest into it. a set that purges these bleeds/debuffs is a very needed counter to the bleed meta, but it requires investment in the form of a 5 piece.

The foresight against who? Players in a 1v1? I don’t care about dueling, neither should zos. It’s multiple sets that’s op in a 1v1. If you guys are going to make an argument for it at least say it’ll be broken in bgs. But you guys aren’t, every argument is about a 1v1 as if you go to cyrodiil to 1v1.

Foresight against any PvP situation cause they will be purging everything you put on them.
I play a dot class, I'm the type of player who puts 1 point into siphoner and pick pierce armor over ransack just to make it harder for enemies to purge the real debuffs and dots.
Unlike you I do play a class that relies almost completely on dots and debuffs for offense so I know what I'm talking about. stamDk presence is already the worst of all roster for organized PvP, and this set , which is obviously designed to counter free bleed procs, will completely shutdown Dks.
It will be broken in 1v1, broken OP in bgs, broken OP in open world group play, broken OP on any build I can think of, and yes even on stamina.
This set exists in it PTS right now because someone couldn't figure a way to balance the bleed meta and decided "hey, lets make another bandaid solution, I'm sure the non bleed users won't mind"
Tell me @ZOS_Gilliam , was this set Wrobel's idea? It just looks like a thing he would ask for.

Some things are op and imbalanced. Instead of balancing the problem and it's counter fairly we'll add another OP and imbalanced thing or destroy both of them. Both damaging the game.

Sets like Zaan, Skoria, Malubeth, Spell Strategist etc
Status effects
Pretty much anything that can kill a 30k+ health tank, this set counters single handedly with 0 effort

My question is how effective will it be if you have 10 or 11 negative effects constantly on you like in a 1vX? 1v1 this set does seem like it can be problematic against certain classes, but for 1vX it looks like it can be potentially a good set to help mitigate some of the unavoidable damage. There is nothing worse as a solo player than to have multiple PoL and cureses on you along with all the bleeds and snares and there being nothing you can do about it because purge cost to much and is fairly weak and all the purge sets are horrible.
This seems like a set that finally benefits the solo player without helping ball groups and everyone wants it nerfed because it's possibly too strong 1v1. Which I find crazy because there are no 1v1 encounters in cyrodiil. I also seen the video of it removing the root from fossilize but how realistic is that to happen if you have multiple negative effects on you? It also doesn't help Zergs because they have purge spammers and healbots. so they already had access to purge and it would be less beneficial to remove damage form their build for something that they already have access to.
