as it currently stands, the other morph is not useful at all unless you want to use it on a target dummy. even then get a friend to use elemental drain, or if you're wasting the time on slotting it, just use elemental drain anyway. it's free and although people argue that they don't need the sustain, why the *** wouldn't you take more sustain anyway? if you can drop some sustain for more damage you parse higher?!
to the point version:
don't give us more reason to use elemental drain over it's other shittier morph "elemental susceptibility". make BOTH morphs useful. and add the tanking effects that the ice staff needs to elemental susceptibility. susceptibility! it's in the name! make the enemy susceptible to your allies!

Or give the taunt to both morphs. One morph will give magicka back to the group, and the other morph does not need to be reapplied.
