This passive should be something cool
Why not make it this way :
Red Diamond: 10% Chance on Melee Attack to heal for 1000 Health and restore 1000 of Magicka and Stamina (whichever is higher), this can only happen every 10 sec.
before any one start yelling arround, this bonus is equivalent to a max of 100 Health, stamina and magicka recovery per second

✭✭Imperials have good racials for tanking but they have zero damage and zero sustain racials which makes them one of the absolute worst in the game for dps or healing.
I agree red diamond should return magicka or stamina in addition to health, but add a cooldown like the altmer racial.2 -
