Why not just hold off on ALL combat changes for now?!

One thing I found interesting on Tuesdays Twitch with Rich was his response to the CP cap not being increased. He said they wanted to wait until they had a vision finalised for how they want the direction of combat to go. And fair dues, that makes sense, no point adding CP when they haven't finalised where they are going.
So surely should the same not apply to these racial passives.
Eric has just left, a new lead is charge and the vision isn't finalised.
So why go ahead with such significant changes to racial passives? Why not hold off, finalise the vision, show us the map and THEN start to make your changes but at least the community can see them in the context of the long term vision.

    Finalize the vision?

    Honestly, I doubt ZOS ever had a vision when it comes to that. I mean years pass and nothing changes. What are they actually doing? When it comes to combat and balance, they react, they do not act. That's the problem here and I am not sure if they are capable of envisioning combat for this game that pleases long term players.

    Because this has been planned on and worked on for many months, and the work has been done. It's not like they decided in December, what the hell, let's change some races. Nor did Wrobel do all the work.

    Employees change, products still need continuity.
