Hi. I have a problem with stopping leveling of Crystal Fragment skill - sorcerer>dark magic. I'm still it on 1. level, but I've killed many mobs. No change on progress bar. The same problem I have with restostaff Healing Springs skill.

darkkterror_ESO✭✭✭There probably isn't a problem at all. Both of the skills you listed are morphs. Once you morph a skill it takes a long, long time to level them. They level up significantly slower than the un-morphed skills.
To give you an example of how long these skills take to level. On my Nightblade, the very first skill I put a point in was Assassin's Blade. Keep in mind this was right when I hit level 2.
As soon as I was able to, I morphed Assassin's Blade into Killer's Blade. This was probably around level 5 or 6 or something. I've had Killer's Blade on my bar ever since. My Nightblade is now level 33 and Killer's Blade is still only level 3. That might give you some idea of just how slowly skills level up after they are morphed.0
