Nope, if you are mDK then simply switch to allied nord DK tank which will be excellent after changes. 15% dps became tanks, all problems with queue solved!
The change I plan to do involves switching EP to AD, so unless that token allows that, I'll have to buy that upgrade and this fact doesn't make me happy.
So you can not use it to join pvp guilds, you have to create an new character for this, is in this setting myself.

Having it as an separate item in crown store on the other hand had been nice especially for players who has an old character and just getting into pvp by a guild. And something who should be an crone store item to limit jumping.
And don't commit an race change yet. First it will be changes, probably not much, but as I read here, Dummer might get an buff, Redguards might get an small nerf. else it can be some minor adjustments but we never know with ZoS.
Just as important its not live yet and will not be for an month or more.
They have added more out of faction npc over time I think remember seeing one or two Khajiit in Eastmark doing the quest in the zone.Any race any alliance needs to get the axe. Makes no sense since One Tamriel. Just get rid of it already.
It didn't make much sense before One Tamriel honestly. You can see NPCs of all races in all 3 alliances and it's relatively rare that anyone comments on it (there are some quests where it comes up, but more often than not they're treated like anyone else).
As I remember it this was a late addition by ZOS - during the early betas there was no way to pick a race which didn't match your alliance and then when pre-orders become available ZOS announced that pre-purchase copies of the game would include Any Race in Any Alliance.
My best guess is that ZOS thought the Alliance War would be a major feature of the game for most players and they'd take it, and the lore behind it, seriously and want their race to match their Alliance. Whereas I suspect in reality dedicated PvPers first priority is having the best race for their build, regardless of the team colour they picked and people who are interested in the lore want the freedom to create and play any kind of character they want, with any backstory they want, including an 'outsider'.
(I could also believe they planned to sell it from the beginning, but that would involve believing they always planned to make the game buy-to-play and introduce the crown store and telling early adopters a subscription was the best system for the game they wanted to make and it would always get you access to everything in the game was a flat-out lie.)
