As some have said, they believe dragons are lore breaking. Uesp.net is a repository of all existing Elder scrolls lore. It is a wonderful resource and actually just fun to read on various subjects.

This was before esos timeline and only has their "known" to live dragons. and there was what atleast 2? in redguard.
The dragons in Elsweyr were sealed away behind that door so they wouldnt have been accounted for/known of really probably.0
