I think you really need to reconsider the cost of these DLC. It's almost the full price of a new game. You have Anthem and BDX right on the horizon that cost $59. This costs $39. The question I ask myself is do I spend $40 on a DLC or $60 on a full NEW game. On top of that, if you buy the collectors ed (not upgrade), you are giving all the collector content in one bundle which is a great value but at the same time dumping on your most valuable customers that buy early and often. It kinda feels like a slap in the face. I've bought every collectors edition of everything to this point. Spent maybe around $500 (not including sub fees). Now, someone new that may or may NOT be a continuing customer can get everything I have for what, $60? I think this may be the first one I sit out. Maybe wait until it is on sale for $10 or something. The pre-order items aren't anything special nor are the collectors items. Treasure maps literally just take up space in my bank. XP scrolls? Really? I think I have close to 100 of those now. The mounts...maybe if they weren't just a reskin of existing mounts. A single loot crate? Try 15 and maybe. The outfits are the only thing that I think are unique and may be worth something.
And let's re-discuss this whole chapter vs DLC thing. I will admit that the chapter is more than a DLC but much less than an expansion. If you really wanted to make this valuable, the chapter would include all the content for that chapter...all the future DLC for that year. That would add value. That is the direction DLC is moving towards now anyway. Season Passes USED to mean you get all the future DLC. Now they use words like Year 1 content, etc. The whole thing is just turning me off to be honest. So I this will be the first one I sit out which is a shame because it looks cooler than the past DLC.

ESO chapter is still cheaper than Everquest II (and probably Everquest I) expansions from the end of last year.
ESO is a little on the high side in my opinion, but not more than grumble under the breath higher than I would like.
