As confirmed, necromancy is still illegal and if caught using it by guards (maybe even civilians) you will be attacked.

However, there are many quests that make you fight NPCs in cities and also, cities are where people seem to duel the most. Rich didn’t know what to say when the guy challenged him about duelling in cities and Rich basically confirmed that you will still get attacked and said ‘don’t duel in cities’

Solutions:

• disable Necro skills in cities. Only if a player is attacked, either by guards or a quest NPC can they summon dead/transform etc (controversial) could also do the same with other pets from warden and sorc.
• Disable the justice system in duels, similair how you can’t attack guards whilst in duel (I think this happens, I’ve never auto-aimed into a guard). It’s obvious the forums will have a meltdown if Necros can’t duel in cities.
