And, again. We don't see him doing any necromantic things, and he isn't using any magic.
ZOS said that Class Change is too complicated and that they have no plans to add it...

Warden was present during Alpha. So yes, it was literally planned since the beginning and was taken out for launch.
So Necro has been pretty much planned for 5 years. I'd be curious to know how long development has been on it but as you can see in ESO's release trailer for Imperial Edition. The same Breton from Elsweyr Cinematic is already a Necromancer bringing a skeleton army onto the Imperial City, except it was 5 years ago.

He may be necromancer now, but if judge on what we see in old trailers, she resurrects him, and he doesn't use magic at all. Not before becoming undead, not after. Only thing is that army, and he doesn't rise it in trailer.I'm literally baffled. He's commanding a legion of skeletons in the video. Check. Zos has said hes a necromancer. Check.
