Bypassing Steam's Launcher

I just need to know if buying Elsweyr on this site instead of Steam will allow me to use the regular exe instead of having to launch the game via Steam. If so, will I be able to access the content I buy on this website via my version of ESO on Steam?
I basically just want to bypass the eso64.exe lockout that steam users are subjected to if they bought ESO on Steam after a certain point in 2016.

✭If you buy a package that contains the base game, yes.
If you buy just the upgrade without the base game, no.
I bought the base game + Morrowind on Steam and I couldn't bypass the Steam launcher. Then I bought the same package here and I nomlonger need Steam to run the game.Member of Alith Legion: https://www.alithlegion.com5
