The Dragonguard seemed to manage perfectly fine without a Dovahkiin at times. You forgot that it was stated that the Dovahkiin can PERMANENTLY kill Dragons, as in the Dovahkiin can PERMANENTLY KILL THEM. As far as we know, you don't need a Dovahkiin to kill a Dragon, it just won't be permanent as they could be resurrected or come back.
Also it was stated a long time ago that ESO is canon in lore.

I play healers or DPS often for vet dungeons and trials (NA, CP810+). I play mostly elves or Argonians.
I primarily play Damage-Based stuff in PvP, but occasionally I'll play something tanky or got the heals.
I also love gaining more knowledge both metaphysical and mundane regarding TES lore.
I also occasionally role-play, but I prefer playing the game.0
