Does anyone have an idea of how one reacquires it? I deleted it from my main due to wanting to clear up clutter and from what I can gather it's not available to re-pick up without it and one can't get the AP boost without the scroll.

Any help would be appreciated. @ZOS_GinaBruno

    Buy at the event quest giver at your home alliance base.
