The biggest dividing factor are addons. Console will never have addons. So if they'd ever consider merging servers for PC and consoles (which imho might never happen) they have to forbid or prohibit the use of all PC addons for ESO.
That’s totally true. I didn’t even know actually the pc version could use addons in this game.
