But then the problem isn’t solved. If they only made that instant cast change to wrecking blow then you will move to WB with no cc..which is just as bad. They need to keep the effects of both skills but remove the cast time. WB has an empowered effect with no cc , and DS has a CC but no empowerment. The issue with Dizzying isn't its damage. It scales nearly as high as the initial hit of a DBoS; that's plenty of damage.
Its problem is low reliability. It's been suggested a million times—just change Wrecking, the morph that nearly nobody uses, into an instant-cast.
Dropping the tooltip to 70% 60% would equalise it with Low Slash, Flying Blade, and Force Pulse. All very standard instacast spammables.
Leaving the empower would also be fair, since the abovementioned spammables all have secondary effects attached.
