These are the only chests that don't drop set pieces, but they are the most dangerous chests to open.
Unless you start hiding, then begin picking the lock before you've gone fully hidden. Doesn't seem to recheck, at least according to the eye icon.

LUC1D7✭✭I wish set items would drop in Imperial City/Sewer. It should be like every other area in the game. Chest have chances to drop set items and bosses drop set items.2
