We are Not In a dragon break

Throughout the forum I have seen people claiming that eso is currently in a dragon break. However, with information from the Psijic quest lines we can say definitely that we are not currently in a dragon break. First and foremost the agur of the obscure directly states that misuse of the staff of towers would cause a dragon break. This implies that one isn't presently occurring unless multiple dragon breaks can occur at the same time.
The rest of the evidence is more circumstantial. One would assume that if a dragon break was in effect that the psijic order would be hard at work attempting to repair time. However when we encounter the psijic order they seem to be in a time of peace with no major issues.

There's no reason to assume that multiple ones can't occur at the same time. Some dragon breaks are entirely localized to one corner of Tamriel, like what happened at the end of Daggerfall. And the Psijics have typically not been big on repairing time whenever there's a dragon break, at least as far as we've observed. They didn't step in during the first one, nor during the Daggerfall one, nor any others that I'm aware of. Meanwhile there's all this evidence that we are experiencing a dragon break in ESO, sooooooooo I'm gonna go with that one.

Well, seeing as how I am simultaneously being talked to as having no soul, having reclaimed it, being the hero of the Covenant, the saviour of the Pact, have Molag Bal talk to me like I am an insect after I´ve defeated him, have people I´ve never met be friendly to me, and Nicolene has more or less forgiven me only to hate my guts again 3 minutes later in the next zone - I´d say there is something up with the timeline.

Anyways I do think we might be heading for a Dragon Break in the next year.

Do we know that the psijic have avoided repairing dragon breaks in the past or just haven't seen them doing it?

That's explained better pre 1tamriel and makes no sense now. I'd just chalk that up to game play decisions that have unintended lore consequences. I'd also make the claim that pre 1tamriel is canon whereas how we can move through all the zones out of order now is not.

Even though we're not on a dragon break, can we still have a dragon Kit Kat?

You can't prove a negative. No one needs to prove that the psijics didn't/couldn't/wouldn't repair a dragon break to say they didn't, because the default position is not doing it. Unless there is proof that they did try to repair it we have no reason to think otherwise.

But then we also have no proof that there's currently a dragon break for them to fix. It would be one way to explain being able to play the various storylines in any order and go through all 3 alliances, but since both those options are later additions it can be more easily explained as a gameplay element which is not part of the canon story. It also wouldn't make sense for the hero to be told they must rush to warn the watchtowers of an imminent attack and instead wander off to pick flowers, head to a different town to go shopping, explore a nearby cave and still arrive just in time to warn everyone before the attack starts, but that's possible in all the TES games.

As I said in another topic a dragon break "only" breaks time. It enables multiple, contradictory, events to happen together (like one person being in 3 places at once) or for things to happen out of order (like someone seeking revenge for an attack which happens later) but each individual event still has to be physically possible and after the dragon break ends it will still have happened. It may not be possible for anyone to explain the order of events and therefore they may not know how exactly the end result came about, but it all still happened.

Multiple localized dragon breaks might be possible, but if there's one already affecting an area (all of Tamriel for example) I don't think you could have another one at the same time. If time is already broken you can't break it again - it's either linear or it's not.
