Initially that's what I thought as well but the most current info I could find (pre-summerset, on Reddit) indicated that it did. I'm on console so it's difficult to test but anecdotally using a heavy overload attack while wearing kvatch acts like an execute once the health bar drops into that range...
Trying to build a pure weapon damage stamsorc werewolf and thought it unique to use that set as an execute...
