User Settings Mod or Addon for Enhanced Brightness/Contrast of Effects?

Hoping the community can assist.
I've watched several ESO youtube videos and streams over the years that show a very beautiful "enhanced" effect for graphics. I've searched far and wide but cant find the settings, so community, how do I achieve this?
Here is an example using Ice Heart visual affects. Pay attention to the shield effects from Ice heart below, here is my graphics (please excuse quality as screencaps were taken from YT videos:
Now here is an example of Ice Heart with this mysterious enhanced brightness:
Does anyone know how to achieve this?

✭Pretty sure you can do this by enabling Bloom in the Video settings. Have a look through the various settings in the Video tab in game. There are also a few Addons from Votan that may do some things with the Video settings too. Check www.esoui.com for Votan's Addons.

✭I am not talking about combat cues, this is not about the coloured circles on the ground, but the brightness of the effects themselves, such as the shield from Ice Heart.0 -

✭Download vibranceGUI. Add eso.64 and change the vibrance from 50% to anywhere up to 80. Check in game and see what suites you. Should help. As for that photo - i have no idea. Maybe sweetfx?Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.1 -

Does this affect effects such as from monster helms? The only thing I noticed is that it changes the combat cues.
