Yes they are, not role but usefulness, do white gold tower and you get 10 spell power cure bows for each restoration staff.
This is true for lots of sets. Far from all but many has weird drop patterns.
In short lots of indications that the loot table is tilted.

However you can praise the eights that this was during the sharpened or junk period who also was before transmutation.
Back then getting useful vMA weapons or even dungeon/ trials weapons was madness.
