Robes of Transmutation Buff not Activating

Hello, I have 2 characters that have Robes of Transmutation on. On one of the characters, when I cast a HoT spell, the Robes of Transmutation buff is not activating, also, no glowing effect on target. Please help.

✭You need to be in combat for it. Try pulling some mobs and use your HoTs after.

Rontabs77✭✭✭How come my other character does not have to be in combat to activate it? Here is the video of my other character with the Transmutation Robes on casting HoT spells and a "Minor Toughness" buff gets activated.

Hey, I have just tested and the buff activates when I am in combat and when damaged. How come it is not in the item's description? I think ZoS changed its behavior silently because with my argonian, in the video that I had posted, which already has the Robes of Transmuation for months, the buff activates even when not in combat or not damaged.1 -
