It is a means to list it in the store and still have the ability to limit the sales only to those Zos is giving the code to get the appropriate price which is about 15 USD.
Basically, if you have gotten the email for purchasing the shirt you get it for the 15 USD. If not then you do not get the opportunity to buy the shirt.
