Since several quests in the early zones were bugged and could not be completed, I went on to level using higher quests.
Now that I have reached the end of the zone, I find that I'm too low to deal with the quests I am encountering. BUT I cannot go back and complete the de-bugged quests because they no longer give XP at my current level.

So I'm stuck.

    The bugged ones maybe fixed in the new patch notes. Maybe the are chains that will offer some xp eventually. If you roll another character then do the starter area as I have on all my character and I'm always usually 1-2 levels above the zone which is fine as I put a lot into crafting which gimps me slightly. Have you gotten all the skyshards and the exploration xp from all zones? Chests offer some xp also.

    Every skyshard, every location. I'm currently working on Cyrodiil to fill-in. I might try reaching for lorebooks and chests if they are worth something.

    But I'm not posting this as a personal problem. There will be a lot of people in the same situation.

    Which area did you start as? Both in Ebonheart and Dominion gave me no problems, as in, usually being above the quest level

    First off this is not a "technical" support question.

    Second, you can do dungeons, AvA and grind to raise your level a bit more. And there are quests out in the explorable world that not tied to the linear carrot on a stick system.

    Yea, I agree with Pedro. I actually get a lot of my levels just by running around looking for resources and finding random quest lines that have 2 or 3 steps. Also I have notice that if you see something to fight that you haven't fought before take a swing at it, because you seem to get a large amount of xp for the first of a certain critter you kill.
    What is written above are my honest opinions. If you agree then; "Great!" If you disagree; "Great!" I really couldn't care less either way.
