For the smith master writ I must craft and upgrade the item? Or it can be done by crafting white piece only and some other person upgrade it and gives back. Or it can be crafted by other person and just upgraded by me?

You must start the crafting from scratch. For a master writ it is very specific as well.

Edit: when master writs were added I tried crafting an item with a different character and could not turn it in. That makes it pretty clear the even the character with the master writ in their quest log must be the one who crafts it.

The character that accepts the master writ must be the one to craft and upgrade it from start to finish.

The daily crafting writs can be done by any character.
Tenacious Dreamer - Hurricane Herald - Godslayer - Dawnbringer - Gryphon Heart - Tick Tock Tormenter - Immortal Redeemer - Dro-m'Athra Destroyer
The Unchained - Oathsworn - Bedlam's Disciple - Temporal Tempest - Curator's Champion - Fist of Tava - Invader's Bane - Land, Air, and Sea Supremacy - Zero Regrets - Battlespire's Best - Bastion Breaker - Ardent Bibliophile - Subterranean Smasher - Bane of Thorns - True Genius - In Defiance of Death - No Rest for the Wicked - Nature's Wrath - Undying Endurance - Relentless Raider - Depths Defier - Apex Predator - Pure Lunacy - Mountain God - Leave No Bone Unbroken - CoS/RoM/BF/FH Challenger

I would like to note that you can accept the quest (trigger the writ) after you have crafted the item yourself. It only has to meet the requirements on the writ + have been crafted by you. you don't need to accept the quest THEN craft the item. This can save some time...you craft every writ you have, then go to the NPC and then trigger the writ, turn in, wash rinse repeat.

To add to that. If you are on PC, there is an addon called WritWorthy, that will auto craft all of the writs that you have in your inventory (it can do bank as well), so you can just do them all at once and turn them in consecutively.

The character that accepts the writ has to craft it but it can be upgraded by any other character. I've done it plenty of times in order to get the "complete 100 master writ" checked off
