Snb/destro combo is my preferred setup in pretty much all cases. However, if you go double destro, you can use a combo of the following to provide the same armor debuffs:
-ele drain (breach)
-deep fissure (breach) / sub assault (fracture)
-night mother’s gaze (fracture)

Of those, I’d recommend sub assault and ele drain personally.

2 ice staffs is garbage. don't do it. either SnB frontbar and ice backbar or just 2 SnBs. ice is too dumpster right now to be a main tanking weapon. all other sources of major fracture other than pierce armor are bad for tanks.

coming from a guy who uses the ice staff whenever possible.

You'll miss out if you solo with S&B on the back bar. You'll be better off with a destro staff (any kind, though frost synergizes best with warden class skills), a bow, or even DW, 2H, or (if you're having trouble surviving) a resto staff. If you are going to fully load your back bar with non-weapon skills, then I suppose you could equip a shield there for constant stat levels, resistance levels, and passives. But for soloing, none of that really matters.

Even for dungeons, the benefits of a destro staff or other weapon outweigh the loss of a shield on the back bar--especially if the weapon is a frost staff.
