How do I gift an item to someone that I have already purchased for myself?

Today I purchased the Bright-Throat skin for myself (with gems), and now I want to gift one to someone (using gems), but now that I already have it myself, I don't have the purchase option where I can choose to send it as a gift. How do I send it to him?

✭I’m pretty sure you can’t actually gift stuff with gems, anyway. Like it will give you the option to but if you were to click on it, it says you can’t.PS4 NA
