Don't get me wrong. ESO isn't perfect, but what MMO is? "Nothing ever gets fixed" is just a lie though. A typical expression of angst you'll find on pretty much any gaming forum. Old bugs get fixed, new bugs emerge, balance is always shifting and lag is always a factor in anything you do online.
Overall, I'd say it's worth coming back for a while.

In this case he's right. Old bugs still exist, the lag still exist, class imbalance still exist, cheaters still exist. It's not a lie, and it hasn't improved.

Class imbalance still exists because this is an MMO. That's kind of a thing in MMOs. One class is OP one month, another the next. Just because it exists doesn't mean the devs do nothing about it.
Cheaters exist because they are cheaters. Again, you're going to find them everywhere. You can't get rid of them. All you can do is fight them, which ZoS has done and continues to do.
You're trying to give the impression that ESO is garbage and the devs refuse to do anything about it because all they just don't care. That is far from being the case and it is disingenuous for you to not acknowledge that changes have been made to improve the game. Besides, if you really believed that, then why are you here?

Just for the records. Tamriel unlimited was a different game. Someone/something forced them to change the game. What makes you think that they are proud to be everyones coding slave ?

It's been a while since I left the game (about 2 years) and now me and my mates are thinking about coming back, this time on PS4.
How is the game in general and how is it like to play on PS4? Is the community bigger there? Is the game worth buying again and come back at all?

Lag does not exist in the sheer magnitude that ESO's lag does. Many other online games don't magically go from a smooth 250 ping (smooth for Australian internet), all the way to 999+, the same moment that somebody in America receives the exact same spike. The problem isn't Zenimax doing nothing about it. The problem is Zenimax is too incompetent to actually balance the game. Just look at any patch notes in the last year and a half. In its current state, ESO is honestly pretty bad.
Don't get me wrong, I love ESO. I love everything about it, except the way Zenimax is managing it. I'm sorry, but Zenimax's job at managing the game is a complete and utter joke. Performance issues going unchecked for years, the utter incompetence with regards to balancing, not even acknowledging bugs that have existed for years (let alone fixing them), complete disregard for the community when it comes to the technical side of the game (which is the most important part of the game, if I'm being honest; pretty questing zones don't mean crap if the game runs and plays like ass), and in general treating ESO as a cash cow rather than a project worth being proud of.
Recent changes to the class reps program, seemingly better communication with regards to balancing (the enchant changes), and some rumours that more frequent balancing and major bug-fixing patches will be coming to PC next year have given me hope for the game, but for the time being, I have moved on.
