Looks like Xbox Support tweeted about an issue 30 minutes ago from the time of my post. Xbox live services still shows limited on content usage and purchasing. Seems to be a regular thing with Xbox.0 -

✭I got that as well. On my third attempt it worked. I didn't play long since I had to leave.
All I can think of is do a "hard" shut off, wait about a minute and then start up the Xbox and try again. Good luck.Not my quote but I love this saying
