Crafting Alt?

I have a 22 character that has most motifs and has made a lot of progress in blacksmithing. I want to continue to have him smith and use the materials I am gathering on my new main character. My concern is about the special forges and if they will be accessible to a lvl 22 character. I could always have a friend escort me if needed in higher level areas but Im wondering if the end game special forges are in vet only areas. Anyone know?

Outdoor crafting areas are broken down by zone for each faction. Here is a good reference included: http://tamrieljournal.com/crafted-item-sets-eso/

However I would have to disagree with the prospect of a crafting "alt" as your primary source of crafting experience (inspiration) would have to be derived from deconstruction materials.

Also due to the amount of skill points necessary to trait into crafts (19-23 points per craft) you would almost have to be Veteran Rank 1 with a bunch of skyshards collected to be a primary crafter.

He would just be my smith. I felt like since he has like 20 Black smithing and a lot of racial motifs be nice if I could utilize him instead of starting over in black smith.

This one agrees with @Howitczar that crafting alt needs to level and venture just as your main toon does. Ri'Dariit heard from the gods that you will have plenty of points for skill, so one or two crafting abilities can be worked and dedicated skill with and @Kronz will still have enough skill for combat and battle. This one suggests you work on first, and if you need other talent, make new Mer or learn other skill if you have leftovers on points. Planning is important, research your path you like to choose, then you will know if alternate is required. Remember, your expertise ability stays, skill points can be unlearned and redirected for exchange of coin soon.

right I hear you but since im doing alchemy and clothing on my current main character I would prefer to have my character whom I am no longer planning on playing and already has like 40 skill points to dedicate soley to being a blacksmith but if Im not going to be able to use end game set bonus forges then I may just have to re think it. I don't see any other limitations other then that.
