With outfit styles and 70+ motifs around, unless you are some ESO fashion expert, you can't know without asking. It could even be a bunch of different armor styles mixed together to create a unique look.

I frequently get asked what dye I'm using and I'm always glad to answer. Perhaps the person with the style you are curious about might do the same!

As other have mentioned—you basically can't tell from a glance anymore, due to most people using outfits and costumes to cover up their gear. HOWEVER, you can sometimes elucidate specific sets that someone might be wearing while fighting them, or observing them in combat, based on the visible effects procced by said sets.

They drop a big firey meteor on someone's head? They're wearing Valkyn Skoria.

They spontaneously become covered in a crust of rock, and feel much tankier? Bloodspawn.

Their hands glow orange for 15 seconds while their damage output spikes? They popped Clever Alchemist.

Little cues like that provide hints to what your enemy is using, and can be vital information in adjusting your approach towards them in a fight.

Yes, between Costumes, Outfits, and crafted sets being whichever style the crafter wanted, you've never been able to tell what set people are wearing. If that's the part you're interested in.

If you're looking for styles, just go to the Outfit station as the previous poster said, and set it to show all styles. You can 'test' them without owning them, and see how they'd look on your character.

If you want to know what the appearance (motif) is another option is to take a screenshot and then try to re-create it using the Outfit Station or look on websites like ESO Fasion. If you use the outfit station remember some parts may not be available as outfits, for example monster helms/shoulders and stolen clothing.

Also remember they could have combined different styles and armour weights - if it's something unusual it's highly unlikely the whole look is using the same motif or armour weight, so you may have to try lots of combinations to find it.

The best option is always to ask, and like Nestor said send them in-game mail if they don't reply to a whisper because they might be afk or busy with something else. (I'm forever not noticing guild mates who find me in town and spend time dancing/waving/otherwise trying to get my attention - because chances are if I'm just standing there I've got the game minimised while I do something else or I'm not at the computer at all.)

(And don't forget to tell them that you liked the combination they put together - they probably spent a lot of time on it and even if they did it for themselves rather than trying to impress anyone else they'll probably appreciate the compliment.)

I got a Bosmer wearing ragged clothing and looking like a hobo. If what I looked like was anything to go by then I'd be having no armor at all. Outfits and costumes make it impossible to know. (Perhaps we need an "inspect player" option to check gear and compare achievements or something)

No way that I know of unless they tell ya.
