No and no.
A merged server will have *** ping for one of the sides (or both if you want to put somewhere in the middle of the Atalantic ocean). Having them separated allows one server to be in Texas and one in Germany to minimize ping.
And the whole server transfer thing is well explained in support articles. Was only done once since tables were empty. Can not be done on existing servers and there are no plans to build capability to do that.

im not very tech savy, can you explain in more detail what a "ping" is?

This, we all know how dungeon finder and the BG finder tend to bug out during load and being an train wreck during events.Worst idea ever, the lag would be horrific, not to mention a million other issues, considering how inept ZoS are at current issues.
Its pretty easy to calculate, they would save some money with one data center over 2, they would initially need just as many servers. However they will lose an significant faction of EU players because of increased lag and other issues. Only reason I see is more active PvP servers, still most would flock to one making queue times many times longer.As yet, nobody - including the OP - has given a single reason to merge the servers, let alone a valid one.

Merge the servers but actually use a good server with correct software to cut the ping down, not crappy servers full of potatoes with the worst operating software currently available.
If they did it right they could merge and it would be fine for everyone, the EU server has the worst performance by far I think they stopped funding or secretly moved it back to U.S. and dropped it.
