Why only 2 feathers from the vendor?

Already i buyed 2 feathers from the vendor, and now i have a 9 tickets event 21.11.18, and for the end of the event (that will be 26.11.18 at the 3pm) i'll get a total of 17 tickets, the max is 12 tickets!

This is incorrect. There are 4 different berries that will transform your Indrik to one of 4 evolved forms depending on the berry. There is a book near the event merchant that states this, they also stated this in the news article when this whole Indrik thing was first announced.

An MMO survives on players repeating content. Looking at it from ESO point of view this isn't about the mount. This is about giving players a reason to participate in each event. There were stirrings in the forums about not wanting to do the same old event again with no new content or reward. An easy answer to get players participating in all events is provide a reward that takes participating in all events.
The feathers are simply the device used to get us to participate in the events. The events are end loaded with feathers so people that miss earlier events can catch up giving them incentive to do the remaining events. The amount of feathers you can keep is capped for the same reason. It gives players that log in daily a reason to do those events. It is all about getting us to play as much content as possible.and then the parrot said, "must be the water mines green too."5 -

Count yourself lucky that you have the time to play every single day and earn Feathers at the maximum rate.
There are thousands of players who cannot play every single day and/or do not have access to Clockwork City and the other DLC zones.
There are extra Tickets solely for those players.
The cap exists to require players who can play every single day to play each Event. The reason why the Impresario does not have a full inventory is to prevent players from gaining the reward too quickly and then skipping Events.
It's just a cosmetic, after all, just a cosmetic.

You are not missing out. In fact you are way ahead. You have enough tickets to get the third feather the day the next event starts. If you got all forty tickets now you still wouldn't get the big prize until it becomes available for everybody. You get to rest easy knowing if you miss a couple of days you are still good.and then the parrot said, "must be the water mines green too."1 -
PocketNova✭✭✭✭If you spend a little time working it out you'll realise that if you get the remaining tickets from this event and the next 2 you'll be able to get 2 of each feather by New Life's event end. There are enough tickets available via these events for that to happen.

✭✭✭You can also buy a duplicate feather. Next event you can earn 3 tickets per day so there is more then enough to buy the 3rd feather and another duplicate, maybe even 2. That way, when you have the first endik mount and mutate it, you can buy another one and mutate that another time.
But actually the reason you can pass the max amount of tickets is because not everybody can play every day so they decide to have the event run longer dan 6 days so everybody can enjoy the festival and get the max amount of tickets٩(͡๏̯͡๏)۶
