Tempers etc: better to refine or buy?

I'm a non-sub and this ESO+ free trial is perfect for offloading my mats. Now I have thousands in raw and refined states in my craft bag. What I'd like to do is get some tempers etc in the craft bag.

Refining now lets me add the ingots and whatnot to the craft bag. However, my crafter is lvl50 so I have a lot of unused "tiers" of mats that I could sell. Sadly, ingots aren't worth as much to sell if I need gold, so I'm not sure which way to go.

In terms of stocking improvement materials, would it be better to refine everything I have and hope for tempers, or just sell the raw stacks and buy them outright?

With the craft bag, I'd say it's better to refine by yourself to get them tempers. When the event ends and you don't have the bag anymore, big refining obviously won't do your bags any good, so you might go the sell mats buy tempers way instead.
If I was you I'd keep the lower tier mats though, in case you make a new character some day and need to have some gear crafted for him while he levels up.

refine yourself sell all mats your not using and buy more tempers plus you could always make a mule and upgrade the bag space with the gold your making from selling the mats, this is what I did before I started paying for ESO+
