Swapping out skills and quickslot consumables while in combat

I realise that this was technically a bug fix, but I feel like it only hinders gameplay.

Before this "fix" that came with Murkmire, I believe the way it worked was that so long as your character was not in combat, you could swap out skills and quickslot consumables. However the moment your character enters combat, ie attacks or agro's something, you wouldn't be able to.

With Murkmire, if your character or group was in combat, you won't be able to swap out skills and quickslot consumables. Even if you haven't attacked anything yourself, if somebody in your group does, you can't swap anything.

I really dislike the impact that this has had on gameplay. In PVE, it makes it harder to switch skills depending on the circumstance, ie switching out a single target spammable for an AOE spammable in an AOE-heavy fight. In PVP, it means you can no longer switch out skills and quickslot items on the fly, making it that much harder to quickly slot then un-slot Rapid Maneuver to speed your horse up, swap out siege gear within your quickslot menu, or swap in a forward camp when your group needs one.

I don't necessarily think reverting this is the way it go. I mean, that would work, definitely. But I feel as if things should work in a consistent manner. You cannot go through doors, use wayshrines, or swap gear while your group is in combat, so it makes sense that you shouldn't be able to swap out skills or quickslot consumables.

What I would like to see is a slight reworking of what constitutes being in combat. Take away the group element completely, have it such that if your character enters combat, you won't be able to perform any of these actions.

What do you guys think?

Wolfhunter behaviour was most definitely bugged behaviour. You could literally swap-out skills on your bar when you were actively in combat and taking/receiving damage.

Pre-Wolfhunter, you could swap skills despite being in a combat state, as long as you hadn't dealt/received damage during the last few seconds, which was reasonable. Only gear-swapping was completely prohibited by a combat state.

The issue with Murkmire behaviour is that skillswaps are now also strictly tied to the combat state, which as always, is bugged to hell and persists long after you've stopped fighting anything in a hundred meter radius. A reversion to pre-Wolfhunter functionality would've been perfect, it really boggles my mind that ZOS wasted time and resources creating a new and inferior system (also applicable to many of the disastrous changes in this update).

There needs to be a restriction of some kind, if we remove them entirely then it opens the door to builds which require add-ons to change skills and gear mid fight.

I don't like it being so restrictive though, if an NPC guard attacked me 20 seconds ago then was killed but I now want to change one of my skills to siege bubble or something I feel I should be able go do that.

Skill swapping should not be hindered as well. You know the skill, its should be usable.

This new change is really a hindrance. It's just so dumb not being able to swap a skill while you aren't in combat because your group is fighting something in the next room that you haven't interacted with.
