Veteran Hel Ra Citadel - Travelling into some instances causes high pings or infinite loading screen

When: Travelling into a new instance
Everytime?: Some instances are fine. Some instances add 200ms to your ping in other areas of tamriel. Some instances are fatal requiring crashing the game.
What happens: Group members travelling into the instance have high latency or experience infinite loading screen.
Since when has this been happening: The instances being unreachable started during the event (I believe), but the high latency ("bugged") instances of Hel Ra have been around since Summerset launch.
