PvE vs PvP Balancing Question

So, I was curious. I feel that it has been thoroughly discussed that Balancing for PvE and PvP needs in this game is an intricate task. It has been made fairly clear, as evidenced by many changes over time that PvP and PvE balances often conflict with each other.

My question is simply why can't ESO, like some other games utilize a system which applies a debuff (or buff) to certain abilities, skills, ect..while in PVP only? Why does ZoS insist on trying to balance two entirely different combat systems, because they are inherently different, as a single entity instead of putting out a more flexible PvP vs PvE environment modifier?

Maybe ZoS has already addressed this, I am certain I am not anywhere near the first person to ask this, I just would love to know what the actual reasoning (yeah, I know....but giving them the benefit of the doubt....).

    Zos did apply a debuff to skills when in PvP. Battle Spirit.

    Zos balances all skills the same because they do not want us to relearn have to do combat when going from one to the other. (their words. Pretty sure that was Firror that said that).

    So yes, Zos has already addressed it.

    After 4+ years of trying to balance PvE and PvP together, how's that workin' out? ;)

    I'm going to go ahead and argue against the change and propose that they are not integrated as one system enough.

    Reasons to keep/make PvP and PvE as a single system - > Special stats like Impenetrable become a huge requirement for a PvP situation and useless in PvE which forces players who do some of one and a lot of the other to grind and log around extra sets of gear which they hardly use. Builds and skills have to be developed to accommodate for either, leading to people frustrated when they do both pieces of content and are forced to re-spec constantly, leading to huge in-game costs. The abilities would still be with classes or skill-trees and it should be up to the player what they consider to use, not have a special stat dictating they should/shouldn't use the skill however they want because the developers skew it that way from their point of view. Take 2handed weapon skill-line for example. Mainly designed with PvP in mind and is lacklustre in PvE. The opposite is true for DW line. Can't use them in both contents without some feeling of being gimped.

    Why ESO is not PvAnything enough -> Impenetrable stat being useless in PvE. Taunt doesn't work in PvP. Defile is virtually useless in PvE. Snares and stuns don't work on bosses, where it really matters, and leave those skills redundant for PvE.
