Honestly, the cold/ice/frost sets in this game are subpar and don't synergize particularly well with...anything.

HazelRose✭✭✭I like bloodspawn, shacklebreaker and another magicka set (transmutation, spinner, torugs etc). Gives good stats to do any type of content. Then I typically keep shalk on the bar to kill npcs efficiently and use reach, blockade, and the warden ice field skill as it makes sense. Simple but relatively effective.0 -

This summarizes it pretty well.
I run an Ice Magicka Warden Off-Tank in PvP.
It’s mostly crowd control, but it’s a lot of fun and I will win an occasional 1v1 because the opponent ran out of stamina.
For PvE it’s much more forgiving in terms of the build you can run.
But, yes, for a pure ice build you generally want to run Winterborn + Ysgramor’s + Iceheart. Make sure Ysgramor’s is your weapon set ... as Winterborn weapons are extremely difficult to farm in either normal or vet Maelstrom.1 -
JimmyJuJu✭✭✭✭Also - the Ice Heart arms pack will be coming to the Crown Store eventually. Based on what I have seen, this one is definitely the coolest looking. So, while your DPS might be embarrassing, you will look cool AF

Good old Julianos. It's the magicka "white bread" of ESO. General purpose and good enough.1
