Is this quest bugged?
"Gather Sealed Imperial Scrolls"
"Gather an Imperial Cypher Ring"

I've been running around Tsofeer Cavern for OVER TWO HOURS and I can only find 2 scrolls. No 3rd scroll or Cypher Ring. I've scoured the highlighted areas and there is literally nothing there. Broken?
