I bought ESO on Steam... but can I buy Summerset from a different retailer?

I'm currently low on funds and I have no idea when the next sale is going to hit. I've also noticed that there are some retailers online that might sell the game for a lower price and there's a chance one of the stores in my area might also have it available (I would love a physical copy). My problem here is... will it work? I bought the original ESO and Morrowind via Steam during a sale and I'm not sure how Summerset would work given that I can't even login into the game without Steam in the first place.
Could someone clear this up for me?
