Unlocking champion skills

Ok, I'm trying to make a build on my new character and I'm using some champion points I got from my other characters.
The problem is I can't seem to get one of the skills to unlock.
So in The Ritual, I have 31 thaumaturge, 27 Mighty and I'm supposed to put 28 in Precise Strikes, but it won't unlock. When I mouse over it says: Unlocked at The Ritual Rank 30. But my ritual rank is 58. How am I suppose to unlock it? Or will it only unlock when I reach a certain character level?

✭✭✭✭✭Sounds like instead of trying to put points into Precise Strikes you are just hovering over a passive skill called Perfect Strike which is indeed unlocked passively just by having 30 points in Ritual. Precise Strikes are on the bottom/(second?) row. Not at the top.1
