Can't Find Quest Starter

A while a go I remember there being a quest at Redfur Trading Post in Grahtwood where you steal from the rich and give to the needy. Know I'm back there with a new character and I can't find the quest starter. Does anyone know where it is?

https://en.uesp.net/wiki/Online:Disguises#Hollow_Moon_Garb this used to have a disguise associated with it, but it got removed..if I could make another character, their name would be Cries-For-Character-Slots. AKA, I need more.

No no, not the quest. Just the diguise; they altered how the quest works.
Sadly enough.. that was a cool disguise.
But maybe, if that's the one you're thinking of.. I think that one got changed a bunch. You talk to Cinder-Tail (around the outside of the town, I think) to start the quest.if I could make another character, their name would be Cries-For-Character-Slots. AKA, I need more.
