Most good NBs use shade as soon as someone comes near with Magelight. Pretty easy to avoid being magelit, as you can see them coming.

Afaik if those players focus on snipe range attacks, rather try pushing and reducing distance, use either Focused Charge (mag) or Silver Leash from Fighters Guild (stam) to even the odds in close combat, for a chance they will deplete resources in panic giving you opportunity to use spammable or ultimate.
I had similar situation once (on stamden), a guy came out of stealth used snipe & scatter shot, I managed to survive with warden's shield, he immediately entered stealth and tried to run away. Me and an ally followed him in his supposed direction and found him out of stealth around the corner (probably regenerating stamina) - most probably was surprised beacause died quickly. Or maybe it wasn't a "good NB".
Edit: I'd rather choose Radiant Magelight than Inner Light. On the expense of 5% more magicka you get: "Reduced cost and increased the radius of the reveal. You also prevent the stun and reduce the damage from stealth attacks while slotted, for you and nearby allies.."

Does the CP matter so much? I'm still a scrub in Battlegrounds, made just a few deathmatches but I was told that the right skills, sets and operational knowledge about teamplay, can make you a winner, not the amount of CPs earned (in no-CP environment).
