I think we can say for sure these are not a 4 and a half year loyalty rewards as they do not require subscription for all those months like the previous loyalty rewards and those soon to come.
However, what OP lists is more for promotion.
The Psijic home was to promote more sales of the expansion.
The Indrik mount is a promotion to get players to play through the end of the year and will play out into next year.
I have not figured out the angle for giving away the DLC, especially since we seemed to know before it went live. There is one.
All this, just like ESO stepping up the perks for ESO+ since subscriptions is their most coveted and stable source of revenue.
All of this comes down to driving revenue, one way or another. Of course, those of us that are active get to benefit, well, except the free DLC does not benefit ESO+ people.

And in order to get the mount, you need access to CWC. Again, things are not black and white. This is another tactic to get people to either sub or buy CWC DLC.
