This item is for over performing and makes or breaks stamina classes. It's overwhelming power in PvE needs reduced significantly. No other single item makes a significant difference (upwards of 5k-10k dps difference) for stamina like the Maelstrom bow.

Ok ... But this is a terrible solution to that problem. Nerfing the Maelstrom bow would possibly increase Stam diversity, which would be totally pointless because Stam would be dead in end-game PvE.
Consider why this particular item is so strong. It's because it's useless in PvP. So you have to find a way to compensate Stam elsewhere that doesn't result in OP PvP builds, which is quite difficult.
Regardless, this is just a generally dumb and poorly thought out idea. A good player with a good rotation and otherwise good gear will do more than enough DPS to blow through any content without a Maelstrom bow. It's not nearly as strong as OP seems to think it is.
vMA is brain dead easy now with cp. To prove that I could light attack my way through it with no skills on my bars

The comparison listed was based off an old heavy attack rotation with proc sets, so yes the master bow might of been an appropriate comparison on a target dummy at that time. However, that is no longer the case and even if it was, in AoE situations the impact is much greater than the master bow and STILL far outperforms other weapons for stamina users.
To anyone bringing up the relequins set, i would point out not only is this an item SET not a single item, it can be farmed on normal mode in a few days.

vMA can be cleared with about 20k dps, if someone cant do that, then they wont really notice the difference.

Not to mention, good players can easily get the dps required running dw/dw to pass all content, the problem is 2hd doesnt offer enough to compete with bow.
Yes, vMA is BiS, but to call for a nerf simply cause it's best is BS. The simple fact is, if you are not good enough to farm VMA then you're not good enough to notice any improvement in your dps from using the vma weapons and better combinations already exist for you.
