am i bugged or do weapon skills go up really really slow?

Ive been using 1H&shield the whole life of this character, and Ransack skill almost from the beginning, but Ransack seems to be taking forever to skill. At level 8 character and 1H&sh skill level 11, my Ransack is still at 1 and the bar is only 8% filled.

I've been having the same type of problem... skills that I've been using a lot barely advance (if any) and ones I use periodically advance at a really fast rate.0 -
