The bigger question is do any of the new world bosses (or any other new content) have ground effects (like the headless guy) or spawn adds (like the cats or Imperfect) - if not, then that's why it wasn't noticed by people testing new stuff. ZOS sure has its own QA team, it's not PTS users job to check anything.
I do find it strange that nobody happened to come across the bug fighting World bosses, but there's nothing wrong with people attention being directed elsewhere (the new content).

Sidenote, ground effects I believe have long been invisible people - months ago (no idea on current status) you used to be able to proc SPC on them via a ground based heal and you'd just see the glowing arms and bodies walking around.
I remember being surprised when I saw the SPC proccing the first time, then realised it was probably for that reason. Kinda cool and a smart use of existing object pathing behaviour when you think about it (up until the invisible object is suddenly linked to a visible art asset).It's possible this didn't happen on the PTS, or on ZOS's internal servers. I didn't get around to playing on the PTS this time around, so I'm not sure but I've definitely seen that in ESO before and in numerous other games. Something works fine on the testing server, right up until the final version then - even though nothing is actually changed - a bug appears when it moves over to live. That's actually surprisingly common in games. It's one of those weird aspects of game design I find oddly fascinating because it's simultaneously crazy and very sensible.

What a joke. The new content (Murkmire) is a bug-ridden apple. Looks great on teh outside, but inside ...
- WBs sometimes respawn, sometimes do not.
- Quest objects (and quest bosses) decide when they want to spawn like petulant teenagers. Seriously, sometimes even re-logging won't get things to spawn!
- Bookshelves (in Lilmoth, etc) have an activation hitbox the size of a flea.
- all THIS and MUCH MUCH MORE!
I can't believe they let this go live. But hey, if it were an ESO+ problem or a crown store problem they would down all the servers for hours in a heartbeat!
