I got a purple from a dolmen. But i didn't got the dremora skull and the event ticket.
your 20hr CD timer on the dolmen skulls isnt up.

you can get one of each type of dremora skull per acct each day. each is on its own 20hr CD. i do believe the purple skulls are unlimited, but may have a small cd of their own. like 5mins.
Ran through a public dungeon last night that has 6 bosses in it and i only got 2 (purple) plunder skulls for killing all six (already had the gold drop from another public dungeon).
My guess is they increased the drop timer for them?
There is a timer between looting the purple plunder skulls.
Get the add-on Plunder Skull Timer. You probably hit bosses too quick to get plunder skulls.
It's like a 3 minute wait between kills to get a skull.
I experienced some of the dremora plunder skulls are not resetting on the proper time schedule of the 20 hours so it is buggy sometimes. If I didn't complete dremora within the first 3 days I probably would be making a fuss but honestly I have plenty of extras so I am good.

You know how on the walking dead, they rub zombie guts on themselves to blend in? This is the new stealth strategy for the living adds. It hides the boss sometimes too.

This morning i got a dremora skull on a delve, public dungeon and world boss but no plunder skulls, later on i did a 4 man dungeon and a dolmen and i got plunder skulls aswell, are they on a different timer?
It seems to me like it's an account thing. I get dremora (gold) skulls from dungeon, overland boss, dolmen etc on one char then log in to the next char and only get plunder (purple) skulls for doing those same activities. Log into another char, same thing, only purple skulls until my 20 hr cooldown has completed. Not complaining, I just thought it was char specific.

I've gotten all of mine, but I've only been logging in, killing 1 world boss, looting the dremora skull and ticket, and then logging off for at least 20 hours.
Not because I think that's necessary to make them drop, I've just had a lot of other stuff to do lately so even making time for that isn't ideal, but I really want the event tickets so I've been making time for them. But I do think it might help that I've stuck to doing the same thing at the same time every day.
It's a messy system though. If you have a pretty consistent routine for playing it probably works ok, but if you normally log in whenever you have time and just do whatever you happen to feel like it sounds like you risk missing a lot of skulls and even tickets with no clear idea of why that happened. Then all this maintenance downtime makes it even more complicated, especially when it hits right at prime time (like it did for EU players on Monday), meaning most people in a region miss their only available play time for a day.

Some delves, specifically the ones in Summerset, have both quest bosses and delve bosses. Is it possible that the ones that were missed were people attacking quest bosses instead of delve bosses?
I was getting skulls last night, but not at the typical rate. It seems like the cooldown between skull drops was extended.
To clarify, I mean the cooldown between Plunder Skull drops, not the Dremora ones. If we killed a boss within 8 min or so of the last one no one would get a skull.

for regular purple plunder skulls, the 3min cooldown in previous events APPEARS to have been removed; most people are getting lots of skulls. (I'm on PC/NA). Correction: I killed one boss shortly after another in a pub dungeon recently, and didn't get a second skull. So it looks like the 3 minute cooldown on skulls is a thing. This can be important for the last round of nDSA, where it is easy (with decent group dps) to just burn the final boss fast - make sure you wait a couple of minutes before starting the fight (after killing the boss from the previous round).
There are two other known cooldowns tho:
1. for event tickets, there is a 20 hour cooldown after your previous event ticket (which you get by killing a boss of any sort, once a day). So if you are only logging on and killing one boss a day, don't do 5pm one day and 8am the next day - the second one will not qualify.
2. There is also a 20 hour cooldown for each type of gold skull, awarded for killing your first boss of each type each day. i.e., if you kill a dolmen boss at noon, your first dolmen boss kill after 8am the next day will award a gold skull of that type, but not other dolmen bosses in between. There are seven "types" of bosses for this event, listed on the article.
So far, I haven't seen any issues with skulls not dropping as expected. The only issue I've had is that if I'm looking at the wrong thing in inventory, I might not see my skulls right away . Also, in Arenas like DSA and MA, the skulls come from the chests, not the bosses.
