Both. The update broke ESO+ so they had to take it down for maintenance again to fix it.

Well almost every patch comes with additional downtime once previously undetected bugs come to light. Not everything can be anticipated via PTS since some situations are really hard to reproduce there, both when it comes to high load, and also pretty unlikely occurrences, like people's sub running out right during the maintenance downtime and stuff from bank being pushed into their character's inventory or simply being wiped/inaccessible. PTS templates have ESO+ active and other features so it wouldn't happen there. I think this is the bug that they're fixing now. Just be patient.

With ESO, it could always be worse. But this is why I dont count on playing on Launch Day.

I remember back in the day when the duty finder was bugged.

If you were the second to last person to leave a random dungeon group from the queue finder, it would reset instead of marking as "complete" and you could get 100k xp in 15 minutes.

I'd get like 15-30 CP in two hours.

So, Dragonbones introduced Housing Storage, where you can buy the storage chests for Tel Var stones, right?

So the patch hits, and plenty of people rush to the Imperial City to farm Tel Var.

And they start leveling up. Tons of CP. What's going on?

Well, mobs in IC were giving like 1 million exp.

So as you can imagine, some people reported it. Others abused it. Others farmed Tel Var, going "Well, its a bug, ZOS'll fix it." Others were like "Well, ZOS broke it so they can't punish us." And some people (claimed) they've got add-ons to suppress the exp notification, so they were supposedly clueless.

ZOS had to take the servers down. ZOS handed out a bunch of 2 or 3 week bans for people who gained over a certain amount of exp while they sorted it out. Most people who explained thenselves satisfactorily to ZOS got unbanned and some people got actually banned. Quite the nightmare for what was supposed to be the introduction of the new housing storage system. You can search for the threads if you are really bored.

Oh, and ZOS let the bug where bound items were deleted from home storage containers if you deleted a character go Live after being warned about in on the PTS. Lots of unhappy players.

All in all, Dragonbones was the most disastrous of the recent updates.
