Yes you get to play them for free as long as you have an active ESO+. EXCEPT for Summerset. Just wanted to make sure about that. ALSO no Warden class for Morrowind. That will have to be bought separately.
I would wait since it seems ESO+ is having issues so the servers are down now until it's fixed.

Just to let you know even if you get ESO+ for one month, and cancel you still get to play until ESO+ is completed. So once you needed to renew you will get to keep what you have earned but you will not be able to get back until you resub or buy it then. I am really liking ESO+ now for the DLCs and Craft Bag. Double bank storage is great as well.
Another note, when your ESO+ expires, what you have in the double bank space and craft bag are still there, nothing new will be added though. So don't worry about loosing anything. I have done it a few times and had no issues.

Anything you get with ESO+ does not cause you problems if you cancel the sub. I’m assuming this is what you’re worried about. Yes, you get all DLC access. It does not include the chapters (which is just Summerset right now). If you use the crafting bag or progress in quests in DLC, none of that is lost when you cancel ESO+. You just can’t add new to it. Or progress in the quests. Etc. same as housing slots etc. cannot add more. You don’t lose what you did.
